County Functions Performance Index
Kenyans overwhelmingly ushered in our current constitution on the promise of devolution which they felt result in increased grass root access to resources and political power. In deed people’s expectations of county governments continue to be extremely high.
While most county governments tend appreciate this fact and try to capitalise on low hanging fruits as soon as they kick off, others prefer to spend the nascent stages laying the ground work and planning elaborately for delivery. Irrespective of leadership styles may differ, what is critical is for people to feel the impact of devolution in their daily lives. County governments need to fully decipher the perceptions of their residents and develop strategies that are concomitant with their expectations.
It’s against this back drop that Infotrak Research developed the CountyTrak™ Performance index to provide Citizens’ Scorecard of their County governments against set key performance indicators.
Survey Methodology
Our current survey was conducted between January – May 2026, covering all the 47 counties, 290 constituencies and 1450 wards with an overall sample of 87,286. Each county was treated as an individual universe and assigned a cluster sample which ranged between 738 and 5100 respondents guided by the population and number of wards in the respective counties. The first survey was conducted between January and March 2026 involving 36,200 participants. The second survey involving 51,086 participants was conducted to boost the sample size so that each constituency had at least 300 respondents.
Within each county, sampling frames were designed using population proportionate to size guided by census data and catered for demographics such as age, gender etc. Data was collected through Computer Assisted Telephone Interviews (CATI) and analyzed using SPSS.
The final questionnaire was structured using a 1 – 10 Likert scale where 1 was very poor and 10 was excellent. The residents were asked to rate their MPs, Senators, and county Women Representatives overall performance based on the scale. The average rating by all the respondents from each constituency/county determined the final rating of those elected leaders.

The County Functions Covered
Under the other key functions, we included the following: Making it difficult for people to access hard drugs (bhang, khat, illicit brews, etc.) and pornography? (i.e. licensing, enforcement, registration etc..); Ensuring county government services are available in your ward; Preventing corruption (i.e. zero tolerance to corruption and taking action on alleged corruption cases).

Rating Factors in Detail
Delivery on Promises
Citizens remember what leaders said they would do. A promise may be made during a campaign, repeated at a public meeting, announced through media or reinforced through community expectations. When citizens later assess performance, they compare public commitments with visible outcomes. They do not expect every promise to be fulfilled immediately, but they expect seriousness, follow-through and evidence of effort.
Transparency and Accountability
Citizens reward leaders they perceive as accountable. This includes how leaders explain decisions, communicate use of public resources, respond to questions, and handle public scrutiny. Where citizens sense opacity, distance or defensiveness, confidence can weaken. Accountability is not only a technical issue. It is also a relationship issue.
Visible Development and Public Benefit
Development remains a powerful part of how citizens experience leadership. This is especially true for MPs, whose office is strongly associated with constituency-level projects, bursaries, schools and local infrastructure. Across offices, citizens ask whether public leadership is producing visible benefit. The key word is visible: work that is not known, understood or felt may not be credited.
Public Funds and Stewardship
Citizens pay attention to how public resources appear to be influenced, allocated or protected. This does not mean the rating is an audit of public expenditure. It is not. But citizens form impressions about stewardship: whether resources seem to reach communities, whether benefits appear fairly distributed, and whether leaders are perceived as protecting public interest.
Accessibility and Responsiveness
Citizens reward leaders who feel reachable. Accessibility does not mean a leader must personally solve every problem. It means citizens perceive that the leader listens, responds, communicates and maintains a relationship with the people they represent. A distant leader may be active institutionally but still poorly recognised by citizens.
Media and Visibility
Citizen judgement is also shaped by information. Media remains a major source of information about elected leaders, followed by social media. This does not mean ratings are simply media-driven. It means visibility matters. A leader’s work may be real, but if citizens do not encounter it through community engagement, media, social media, public meetings or direct experience, that work may not fully translate into public recognition.
